Here's the copy of an e-mail from my sister, but, it explains in rough detail as to how the Atteran Economic System will be set up.  She'll be here in about a week or so to explain further, but the questions anyone may have, I am pretty sure I may be able to help with.

 Side note: All values are in Silver Atterbruuk (A*-).

A*- 1.00 = US$ 1.50

To remain in compliance with the US government's currency laws, all currency, tokens, and "substitute currencies" must be of equal or greater value than the US Dollar.




  The Atteran Economic System by

My dearest brother, I'll help you with your economy, but, you will actively run it and tweak it to your specifications.  To set up our system we will need a currency, E-mail accounts that the government can control, a national bank, a national postal system, and a government taxation agency.  Follow this outline and Attera will be able to establish an active, yet rudimentary economy in which you can add to at your leisure.



1. Establish a currency and peg it to the US Dollar since that is a known value.  Once your government establishes a currency, you open up a national bank and national reserve.  The national reserve will maintain half of the total amount of currency that is to be used in your economy.  The national bank will control the other half.  The national reserve will be for the payment of your government employees and handle any monetary transactions between the Atteran Imperial Government and other micronations.  The national bank will store the various accounts for your nation's citizens and charge on every transaction, so that the bank can recoup any losses that interest will take away.  Ensure that the amount of transaction totals always is greater than any interest.  If not, your bank will go broke and you'll have to re-supply the bank from the national reserve.  Also, make sure the government recoups money through various Imperial Republic taxes and fines.



2.Your postal service- E-mail service.  With the Attera.org domain, you can create as many e-mail accounts as you need, one per citizen.  For all e-mail, print stamps that are issued by the postal service.  These stamps may have denominations on them, but, they actually represent blocks of time.  Let's say for example that a A*-1.00 stamp is worth 2 days time.  That means, a person can have access to that account for two days, after which, they'll have to pay for more time.  If they don't pay, then you block that account, until they pay for more stamps. (or if they can't use that e-mail address due to incompatibility, make sure they sign a contract, or make it national law that everyone will buy the stamps for e-mail correspondence to make it fair for everyone and have the postal service keep track of all citizens.  The stamps can be used over and over, the blocks of time, once they run out, you must notify them, that's all.)  In addition to that, any printed material must have a tax stamp that will be good for however long you decide.  In this way, you'll be sure to gain money from the citizens.  You can even use this for your forums and require everyone to buy those same stamps for use of the forums.  



3. News periodicals, are easy.  Print out the stories on an Ezboard and those that pay for the monthly subscription can be given a password to view the latest news.  Those that don't, can be content with reading the issues that are weeks old, but can be accessed by everyone.



4. New businesses.  These may be taxed in various ways.  Take for instance the "bar" in your forum, I think it's called Carolius' Bar and Grill?  You can make the citizens pay taxes for the use of the bar, also, every "drink" or post, can be charged by the owner, Lord Charles, the Great in Argaal, and he'll be making a profit, since this is a popular spot.  Also, there's the Music Hall in Atteran Makonnia owned by Lord Dabe, and your Cafe Tatu in Attera Proper.  Then through legislation, you can make all of these establishments pay a one time tax for establishing the business on the forum and then say every month, they pay A*-20.00, or whatever you choose.   Each person that posts in these establishments can pay a monthly fee for the use of these forums, thus generating income.  Let's say you have 10 people and charge them A*- 5.00 per month for the use of the establishment, that's a cool A*- 50.00!  You've made A*- 30.00 per month, plus your taxes will be paid at the end of each month, or you can make it so that every half of a year the taxes must be paid.  The only thing is that each business must keep records of who posts and how often, but that isn't too hard of a thing to ask for, since they do own a business, and to keep it, they must actually do some work!



5. Web design or graphics manufacture.  This one is easy, work out a contract to commission someone to do a specific job, like design some .gifs or .jpegs, they get paid, you get the finished product.  The transaction is recorded in the national bank a fee is paid for storage of the transaction and the bank (ie. the Imperial Government) gets paid also.



These are just some ideas to get you started, but as far as making this Intermicronational, all micronations that are interested in this type of economy would have to agree to it by treaty of some sort, but there are so many different variations, that it could effectively be a way to actually have a service type of economy throughout the microworld.  As far as your questions about stock market, I'll have to get back to you with that one, it could work for every business that is created in Attera, but, to make it work, you'd need lots of time, and a person that is interested in that type of thing, which I am neither.  Good luck, and I'll be back in Attera in about a week, I'm very busy at the moment!

I have long advocated that a micronational economy should be based on businesses and services that can actually be performed on the web.  Attorney's, Journalists, Bankers, Diplomats, even military officers.  I also think that a nations forum/message board could be considered property or real estate which can be sold and/or taxed by the government.

It is certainly more straightforward that trying to set up an economic simulation based on virtual goods.

This is not a new idea, but is one of the best - theoretically. I have never seen an economy based on services actually work. Well, it'd work for a few weeks, and then it'd die. The three major problems are thus: First is work. People are by nature lazy. We run into the Fundamental Problem of Micronational Economies: a macronational economy is driven by need. A micronational economy is driven by fun/volunteerism/whatever. A person will be a stockbroker or an attorney or news reporter because he wants to earn money to feed himself and get a better life. Ask him if he'd be willing to work for free for the rest of his life and you'll probably get a scoff. A person will be a micronational stockbroker or attorney or news reporter not because he has to, but because he wants to. Micronational money is fake money. Why work for free forever?

The second problem is demand. Not everyone is being sued, and not everyone is buying stocks in the stock market, and not everyone will want to pay to read a newspaper. Demand will therefore be very low, resulting in a slow economy, and often, death.

The third problem can be summarized as, "why pay someone else to do it when I can do just as well without losing money?" or "there is always somewhere where it is free". This is related to the second problem somewhat. If I'm being sued, I could pay somebody to help fight for me, or I could defend myself, or I could find somebody willing to do it for free for me. If you decide to charge for posting on a forum, people will simply pack up and leave for another forum where they don't have to pay. This problem can only solved by thorough enforcement (forcing everybody to charge fees for services) throughout the entire Internet, and that is way beyond our means.
