Mr. Chairman,

As there are no clear rules of order to govern the business of this conference I have borrowed liberally from Parliamentary procedure in an effort to secure the consensus you are aiming to achieve.

If this violates the spirit of the conference I ask that you amend or withdraw this presentation.

I present this issue, distinct and separate from the others brought up under the topic of Code of Practice so that the we may determine if a consensus exists.

I shall move to employ the same method of unanimous consent as before in the Code of Practice: Papelism post.

Therefore, does anyone object to this proposal:

Multiple Citizenships: This conference recognizes that it has no claim to control the naturalization laws of any nation.  This conference agrees that the existence of multiple citizenships does not adversely affects the abilities of the participants to engage in the activities of this convention.  Therefore, a participant shall be free to have citizenships in as many nations as he pleases not withstanding the internal regulations of those nations.


Again I feel compelled to make supporting statements for the adoption of this proposal.

The most important thing to understand here is the scope of the regulation.  This code applies to the conference itself, not the resulting organizations.  The resulting organizations may have entirely different regulations.

It does not matter if you are the citizen of one micronation, such as myself, or of many, because this is a conference of people, not nations.

You need only post if you object.

I return the floor to the chair to close the period for objection as he judges proper.

The code is not meant to apply solely to the conference, it is meant to serve as the basis of regulations of intermicronational relations.  Thus it needs to examine the issue, even if the sentiment of the measure (that regulation of multiple citizenships would be a violation of sovereignty) is one that I agree with.

Today the micronational world is split, we have those groups of nations of less than five, with no distinguising features, and five or so citizens of whom are all part of several other nations (usually a head of another group).

These groups, I shall call them, are running of Multiple Citizenships, running on people wearing different hats, which divides loyalty, time and resources from micronations, diluting what micronationalism is, into a hundred different states all vying for a peice of GSO land and a proboards forum.

These small groups, lead by "leaders" with little knowledge of government, economics, or to honest any part of running a government, other than starting a pbwiki which will contain five articles one sentence each, which will never be updated.

The danger with these smaller micronations, is that they are making a mockery of new talent in the feild, for example, when Treithar was first conceived, it was unfortunately lost in the sea of one man states (which only contain the leaders of other one man states) and defunct Republics, Monarchies and Dictatorships of every kind. The problem goes on, because of these one man states, comes ridiculous amounts of internet garbage concerning micronations, a new micronationalist would find it very difficult to find a working micronation, as almost half of the micronational websites on the web are of those who have died within a week, along with their forum, their wiki and their wordpress for the media company which made two posts, one for the opening of the nation and one for the close.

I don't wish to be so blunt and in some respects, stereotype these nations, but dual citizenship is a great cause of this. If people ignored these one man states when they received diplomatic negotiations, or were less liberal in accpeting them, perhaps they would realise that they should actually join a large nation, devote themselves to it and "learn the trade".

I have just digressed into the realm of micronational dilution and one-man-states, but I do beleive that the two problems are related to the issue of multiple citizenship. The fact is, many micronations are now just becoming the same, with just the same people in a different heirarchy.

I don't beleive that any supernational organisation should tell a country what to do internally, but these multiple citizenships, in my opinion, are not actually doing the micronational world any good (although I can understand the odd dual citizenship in an established micronation with a nice culture).
