Perhaps those that include fantasy as a part of their national identity could be members of another council within the organization? This way there is universal inclusion but those that include fantasy are neither alienated nor allowed to run wild with their theme?

Ok, thanks.  And Hesam, nice idea, but not sure it'd work.  Those who like realism, in my experience, tend to dislike RP, and those in magic tend to really like it (well, 1/2 our magic system is built around it ...).  Exact realism isn't always good for RP ...  but if you do decide you want that, well, you know where to come for a working system ...

I think an important issue here is for nations to have a clear distiguishing line between the real world and any simulation.
