I changed my mind about the EU

« on: September 20, 2008, 03:45 PM »

The GSO Board has appointed me as the Returning Officer for the Board by-election, which will take place between the 2nd and 5th October.

Delegates must be citizens of a member micronation and have a valid email address, to be supplied to me.  No person may be a delegate for more than two member micronations.  Wheresoever a conflict

Under the terms of the Contract, any active person in a member micronation is eligible to hold office as a Director of the GSO.  Therefore, nominations for candidates are not limited solely to the delegates.

Request to the Board

It is clear to me that the present list of delegates is outdated.  Additionally my present duties as Returning Officer preclude me from exercising my duty.  I require the Board to update the list of delegates and provide me with their email addresses by the close of nominations.

Should a member nation wish to contact me directly to do so, that will be an acceptable alternative.

Call for Nominations

I hereby call for nominations of any suitably qualified persons to serve as a new Director for the remainder of the present term.

The duties of the Board are specified in the Contract and in the several Rules which are available to be read here.  If you read the Contract, you will see that the Board may be overruled by the membership in General Assembly, but otherwise the Board has the full power of management of the organisation.

It is not necessary for the Directors themselves to perform every little task, because they are allowed to appoint any person to any position defined by the Rules - such as membership of the Design Committee.

Please respond in this thread with a nomination, and if it is not a self-nomination then I will require the person nominated to also post their acceptance.

To reiterate, You MUST be resident in a GSO member nation in order to run for election.

Nominations will close at 2359 on the 28th September.

Number of Nominations

If there is only one nomination, there will be no voting and I will declare that candidate elected effective the morning of 30th September (an expedient to do with work arrangements).

If there are zero nominations, I will be asking the incumbent Board for further advice.

The Election

If there is more than one nomination, then voting will take place on 2nd October and will conclude at 23h59 on 5th October.  Voting will be preferential and validated through Demochoice.

At the opening of the ballot I shall email voting papers through to the authorised email addresses of delegates.  They are to return these before the closing of votes.

Receipt of votes will be confirmed by the Returning Officer.  Should a receipt not be provided, delegates may send the vote again.  Delegates are not allowed to change their vote.  Should duplicate ballots be received, only the first ballot will be counted as valid.

The Result

The results will be announced at approximately 12h00 GMT+1 on October 6th.

You might want to double check the dates listed in that post ... April 23rd is wrong, and I'm guessing the close of nominations on October 28th (despite the election being from October 2 to 5) is wrong as well.

The last line is indeed incorrect.  The results will be announced at 1200 on October 6th.

The other dates however are not.  The intervening period is a buffer zone to:

1.  Ensure that all nominations and delegation registrations are in;
2.  Distribute ballot papers;
3.  Allow candidates time to publish manifestos and debate.

The October 28 date is incorrect ... you're saying that nominations close on October 28, but the election is over on October 6th ....
